What the evidence bundle does differently

If an address is missing from a published source, start with why a no-match is not a legal verdict.

Interpretation boundary: an exact match means the selected publisher returned a permit record for the normalized address in the stated scope. A no-match does not prove illegality, ineligibility, or absence from every government system. Verify consequential facts with the issuing authority.
